On March 31, the State Duma hastily passed in the third reading several laws related to the pandemic. They still have to be approved by the Federation Council and signed by the president. But, given the speed of events, the process is unlikely to drag on. Therefore, it is highly likely that these acts will come into force in April.

So far, these laws do not work. However, you need to know about them.

Penalties for violation of quarantine will be toughened

A rather large block of amendments has been made to the Administrative Code. Article 6.3 "Violation of legislation in the field of ensuring the sanitary and epidemiological well-being of the population" was supplemented with the second paragraph. He introduces punishment for violation of sanitary rules and anti-epidemic measures in some situations, namely:

  • in emergency mode;
  • if quarantine is declared;
  • when there is a threat of the spread of a disease that is dangerous to others.

The latter circumstance will make it possible to punish people, even if the emergency regime or quarantine has not been officially announced.

Fines for violations for citizens will be 15-40 thousand, for officials and entrepreneurs - 50-150 thousand, for legal entities - 200-500 thousand. Entrepreneurs and legal entities are also threatened with suspension of activities for up to 90 days. If violations have harmed health or led to the death of a person, but at the same time do not fall within the scope of the Criminal Code, the fines are increased. They will amount to 150-300 thousand for citizens, up to 1 million for entrepreneurs and legal entities.

Additionally, Article 20.6 is introduced with punishment for non-observance of the rules of conduct in an emergency or the threat of its occurrence. For violations in the introduction of the high alert regime, citizens will be fined 1-30 thousand, officials and entrepreneurs - 10-50 thousand, legal entities - 100-300 thousand.

Now the high alert mode has been announced in all regions of Russia.

There are also changes in the Criminal Code. For violation of sanitary and epidemiological rules, due to which people were massively infected or poisoned, they will be punished with a fine of 500-700 thousand or imprisonment for up to two years. If one person dies, for the offender it will end with a fine of up to 2 million or imprisonment up to five years. For the death of two or more persons, imprisonment for 5-7 years is imposed.

For fakes about the epidemic will be punished harsher

For legal entities, the publication of false information about the coronavirus may result in a fine of 1.5-3 million rubles. If people, property are damaged, or this leads to riots, you will have to pay up to 5 million.

Citizens for similar violations will be punished under the Criminal Code - fines, restrictions and even imprisonment.

The rise in drug prices will be restrained by fines

Officials will pay a fine from 250 to 500 thousand for overstating the prices of medicines. From individual entrepreneurs and legal entities they will take the excess received proceeds in double the amount.

Hospital workers will be calculated in a new way

The size of sick leave payments is influenced not only by income, but also by seniority. In order to receive 100% of the average earnings, you have to work in total for more than eight years. If the experience is less than five years, during the illness a person will receive only 60% of the average income.

Now it has been decided to support young professionals with low earnings and change the rules for calculating sick leave payments. Until the end of 2020, the minimum amount of disability benefit calculated for a full month cannot be lower than the minimum wage. The minimum wage is 12 130 rubles.

Fast payments will get cheaper

Until July 1, 2022, the Central Bank stops taking money from banks for transfers of individuals in the fast payment service. This mechanism allows you to send money to a phone number. Thanks to the innovation, transfers should become free or very cheap for bank customers as well.

There have also been established maximum tariffs that banks can offer entrepreneurs for a fast payment system. Government transfers will be free. From the money allocated for treatment, education, charity, housing and communal services, transport services, they will not be able to take more than 0.4%. From the rest - more than 0.7%.

They promise to make mortgage more affordable

The Bank of Russia reduces the premiums to risk ratios on mortgage loans issued from April 1. This will make it easier to take out a loan. For banks, conditions are being created in which requirements for customers can be reduced. This will allow you to approve loans more often and calculate more favorable personal rates for borrowers.

Maternity capital will be issued automatically

After registering a child in the registry office, information about him is transferred to the Pension Fund. From April 15, certificates for maternity capital will be issued automatically based on these data. To obtain a document upon adoption, the old rules remain - you must contact the FIU.

On April 1, the provision of the Central Bank Decree on the coefficients of insurance rates for OSAGO comes into force. In accordance with it, the bonus-malus coefficient (BMR) for each driver will be recalculated. If during the previous 12 months he had an accident, then the KMB will rise for him. The cost of the insurance policy, respectively, too. If there was no accident, it will decrease.

FTS will inform about debts in SMS

The tax service will be able to inform debtors about arrears, fines and penalties by e-mail or SMS no more than once a quarter. The innovation will affect only those who sign a written consent.

Banks will tell tax authorities more about their clients

Now banks will have to send information to the Federal Tax Service that a person has received or lost the right to use an electronic wallet. As the service itself assures, this has to be done only upon requests within the framework of a tax audit.
