What will change in the laws from August 2019

Finance

Citizens who decide to go on a mortgage vacation will not have to pay extra for it. They were officially exempted from two items of expenses that might arise.

State duty. Usually, 200 rubles must be paid for making changes to the records of the Unified State Register of Rights to Real Estate Related to changes in the mortgage agreement. You won't have to do this for a mortgage vacation.
Personal income tax. The tax must be paid on receipt of material benefits, and this is not necessarily direct income. For example, personal income tax was accrued to people who refinanced a foreign currency mortgage in rubles: the written off part of the debt, from the point of view of the tax service, is income. A similar situation could arise with a mortgage vacation, but it was eliminated in advance.

Land and real estate

Real estate transactions in common shared ownership can again be carried out without a notary. But only if the object is sold as a whole, and all co-owners agree to this. This will make it easier and cheaper to make a deal: you have to pay a lot for notary services.

From August 1, land in Buryatia and the Trans-Baikal Territory will be provided under the Far Eastern Hectare program. Until February 1, 2020, local residents can take advantage of the offer, from February 1 to August 1, 2020 - citizens registered in the Far Eastern Federal District, then - the rest of the Russians.

From August 6, fines will increase for using a building without permission to put it into operation. Individuals will have to pay for this from 2 to 5 thousand rubles, officials - from 20 to 50 thousand, legal - from 500 thousand to 1 million rubles.

The list of multi-apartment buildings has been expanded, in which it is not necessary to install meters for heat, electricity, gas and water. In this case, the payment for resources will be charged according to the usual, and not increased, standards. The list includes houses with more than 70% wear and tear, which are not included in the overhaul program, since they are going to be demolished or reconstructed, as well as buildings where the renovation program measures will be held over the next three years.

Insurance

On August 4, amendments to the legislation come into force, which introduce voluntary regional home insurance against emergencies. Now the subjects will be able to approve the compensation programs themselves.

According to the official version, the new law will help people get more compensation than when the amounts were allocated only from the budget. If the insured home is damaged, its owner will receive money from the insurance company and from the state. In total, they should be enough to buy new real estate. There is also an option in which the region provides the citizen with new housing in exchange for transferring the right to insurance payment.

Those who refuse insurance will also be provided with a roof over their heads, but this time on the terms of social rent, and not as property. Or they can compensate for the damage, but with a smaller amount.

There is not a lot of specifics yet. It will appear when the regions present ready-made compensation programs. Each of them will spell out the risks against which you can insure your home, who and how can do it, as well as other details.

Transport

From August 4, it will be possible to register a car directly at the car dealership. You will have to pay for the services, but not more than 500 rubles (not including the state duty). If a dealer or a manufacturer refuses to register, it can be issued in the old fashioned way - at the traffic police.

In addition, the traffic police will stop issuing license plates. They will only be assigned, but the plate will have to be ordered separately.

Medicine

From August 6, fines will increase for road users who did not allow an ambulance to pass with the included special signals and corresponding markings on the body. For violation, you will have to pay from 3 to 5 thousand rubles or part with the rights for a period of 3 months to 1 year.

Those who prevent medical workers from assisting patients are liable to a fine of four to five thousand. If, due to obstacles to doctors, the patient died or died, the actions will already be classified as a criminal offense and punished accordingly - up to and including imprisonment.

The documents

The punishment for forging documents is getting tougher. From August 6, for the manufacture of counterfeit papers, restriction or imprisonment for a period of 3 years or forced labor for the same period is provided. For the acquisition, storage, transportation or use of fakes, the same punishment options are imposed, but for a period of up to a year.

Trips

From August 15, customs officers will be able to check and not allow plants, fruits and vegetables into the country. At the same time, no more than 5 kilograms of products can still be imported, if they are not seeds, seedlings or potatoes (planting material cannot be imported without a special permit). Flower lovers are allowed to cross the border with a maximum of three bouquets, each of which contains no more than 15 flowers, branches and other components.
