Finance
1. The Central Bank introduces a fast payment service. The system will allow you to transfer up to 600 thousand rubles in real time. The Bank of Russia promises to instantly send money between clients of one and different banks. In this case, a commission will be charged from both the sender and the recipient of the funds, but you will need to pay no more than 3 rubles for this.
2. Small business money held in accounts will be insured against bank bankruptcy. The sum insured, as for individuals, will be 1.4 million rubles.
3. From January 31, the credit history in each of the specialized bureaus can be obtained free of charge twice a year, but only once - on paper.
4. From January 28, restrictions are introduced on the maximum amount of debt on consumer loans. If the loan is issued after this period, until July 2019, the maximum amount of the debt should not exceed the amount of the loan received by 2.5 times. The interest rate should not be higher than 1.5% per day, and from July 2019 - 1% per day.
Tax
1. The value added tax rate will increase from 18% to 20%.
2. Organizations and entrepreneurs who pay the uniform agricultural tax can get VAT exemption.
3. In Moscow, Moscow, Kaluga regions and Tatarstan, a tax is introduced for the self-employed. It will amount to 4-6% of income, depending on who the citizen provides services to - an individual or a legal entity.
4. Citizens who are not tax residents of the Russian Federation will be exempted from paying a 30% tax on the sale of real estate. Like residents, they will need to give 13% of the income received from the transaction, or not pay at all if the property has been owned for more than three years (since 2016 - more than five).
5. Patrons who help state and municipal cultural institutions will be able to increase the social tax deduction from 25% to 30% of the annual income. For organizations, a reduction in income tax is provided for the amount of donations.
6. Property taxes (transport, land and property tax) can be paid in a single payment.
7. Movable property will no longer be subject to corporate property tax.
8. Real estate tax growth was limited. An increase in the amount calculated from the cadastral value by no more than 10% per year is allowed.
Work and unemployment
1. Employers will be able to send employees and their families to Russian resorts and receive tax breaks for this. The maximum cost of a voucher for one employee is 50 thousand rubles. The company will be able to include the money spent in labor costs and reduce the taxable base of income tax by this amount.
2. The employer will provide the tax office and employees with different income statements, in addition, the form of the 3-NDFL tax return is changing.
3. Workers will be able to get one day off work every three years in order to undergo medical examination, and employees of pre-retirement age and retirees - for two days every year. The salary on these days is calculated according to the average earnings.
4. The procedure for paying unemployment benefits will be changed. In the first three months after registration with the employment service, the citizen will be transferred 75% of the average monthly earnings, in the next three months - 60% (but not higher than the maximum benefit amount and not lower than the minimum). Some categories of the unemployed (for example, those who are looking for a job for the first time) will be reduced to three months, while citizens of pre-retirement age will be increased to a year.
5. In 2019, the minimum and maximum unemployment benefits will be 1, 5 thousand and 8 thousand rubles, respectively.
6. The minimum wage will be updated annually and equal to the subsistence minimum of the able-bodied population in the country for the second quarter of the previous year. In 2019, the minimum wage will be 11,280 rubles.
Pensions
1. The retirement age is being raised: up to 60 years for women and 65 years for men. This will be done in stages: annually, the retirement age will increase by 12 months.
2. The moratorium on the formation of a funded pension will last for another year. All money from insurance premiums will be used to finance insurance pensions until the end of 2021.
State fees
1. The state duty for registration of a legal entity or individual entrepreneur is canceled if the documents are submitted in electronic form.
2. It will be possible to replace a document damaged or lost as a result of an emergency without paying a state fee.
Housing issues
1. Utilities tariffs will increase in line with regional indices. In particular, in 2019, from January 1, prices increased by 1.7% throughout the country, from July 1 - depending on the region.
2. From January 1, a new system of solid waste management will be launched. The subjects had to select regional operators in advance and develop territorial circulation schemes.
Treatment
1. 38 new drugs will be added to the list of vital and essential medicines.
2. Prescriptions for medicines containing narcotic or psychotropic substances can be submitted in electronic form.
3. In the case of state purchases of vital and essential medicines, drugs manufactured in Russia or in the member countries of the Eurasian Economic Union will be allowed to auction on special conditions.
Transport
1. Non-refundable train tickets will be legalized. Money for them can be received only in the event of the death of the passenger or his close relatives, as well as if the carrier does not fulfill his duties.
2. From January 7, drivers will be able to pay fines with a 50% discount even after the expiration of the grace period of twenty days, if the postal notification arrived late.
3. The CMTPL reform starts. The Central Bank approved an instruction on the maximum size of the base rates of insurance rates and sent it for registration to the Ministry of Justice. The basic tariff of the policy will change: the minimum rate for cars will be 2,746 rubles, and the maximum rate - 4,942 rubles.
Tourism
1. From January 7, Russians will be able to travel without a visa to Saint Vincent and the Grenadines for up to 90 days.
2. From January 14, no visa is required to visit Dominica.
3. From January 16, they will begin to punish citizens who invited a foreigner to their place and did not see to it that he left the country on time. For an unruly guest, you will have to pay a fine of two to four thousand rubles for individuals, 45-50 thousand - for officials and 400-500 thousand - for legal entities.
Alcohol
1. In the new year, advertising of beer and drinks made on its basis will be banned in print media, during the broadcast of sports competitions and programs, in fitness and health, sports complexes and at a distance closer than 100 meters from them.
2. The minimum prices for strong alcohol will rise. Brandy and alcoholic beverages made from wine, grape, fruit, cognac, calvados, whiskey distillates will cost at least 307 rubles per half liter. Cognac - at least 388 rubles.
Import and forwarding limits
The limit on the value and weight of international postal items, which are not subject to customs duties and taxes, will be updated. Until January 1, 2020, without additional payment, it will be possible to receive parcels with a total value of no more than 500 euros and no heavier than 31 kilograms. For exceeding, you will have to pay 30% of the cost over the limit and at least four euros for each kilogram of overweight.
The limit on the import of goods for personal use by land transport (except for alcohol), while from January 1, is set at a cost of 500 euros and a weight of 25 kilograms.
Politics
1. From January 6, they will begin to punish for involving minors in participation in unauthorized rallies and demonstrations. Violators will be subject to fines, compulsory labor and administrative arrest.
2. For reposts and likes, they will be planted less often. The Code of Administrative Offenses will have an article "Incitement to hatred or enmity, as well as humiliation of human dignity", which will provide for violators with a fine of 10-20 thousand rubles or compulsory work for up to 100 hours, or administrative arrest for up to 15 days … You can still go to jail for such an offense if you repeat it within a year.
3. Foreign-funded nonprofits will be able to close down on the grounds that they interfere with elections.
What other changes await us in 2019

5. Domestic roaming in Russia will be canceled from June 1. Mobile operators will set the same conditions for the subscriber, regardless of the region in which he is located.
6. On July 1, a law will come into force to protect equity holders from fraud. The money of buyers of apartments in unfinished buildings will be credited to escrow accounts, access to which the developer will receive only after the building is put into operation. For the construction of the facility, he will have to use a bank loan.
7. In August, the traffic police will stop issuing registration plates for cars. The inspection will assign a number, but the plate will have to be made in a specialized organization.
