Finance

Some coronavirus exemptions expire

Until March 1, low-income families did not need to document their right to receive payments for children under three years old - it was extended and the benefit was automatically charged. From March 1, the previous procedure is returning: payments will be assigned according to applications, to which certificates of income must be attached.

A similar story with subsidies for housing and communal services. Until March 1, they were automatically extended, and now you have to collect certificates again.

But people with disabilities have retained the indulgences. It will be possible to obtain this status in a simplified manner until October 1. For those who already have it, the disability is automatically extended for another six months.

It is allowed to enter the e-labor service until 2020

In 2020, electronic work books appeared in Russia. Each employee could choose whether he wants to leave only the digital version of the document or that the records be duplicated in the paper version.

From March 7, you can contact the Pension Fund in order to add data on the length of service until 2020 to the e-labor.

The World Card will be accepted in more places

Legislators are gradually expanding the range of institutions that should provide an opportunity to pay with a card of the national payment system. Until March 1, these were sellers with revenues of more than 40 million per year, from March 1 - more than 30 million.

Transport

Free riders under the age of 16 are not allowed to disembark from public transport

If a child does not have a ticket, his transport card does not work or there is no money on it, he will still have to be taken to the bus stop where he planned to get off. You won't be able to fine him either.

So the legislators intend to fight cases when children were kicked out of the buses in the cold and they could not get home as a result. However, it is not yet clear how they are going to fight abuse. It turns out that the child now does not have to pay at all.

The innovation applies only to unaccompanied children. If an adult is traveling with them, they will be dropped off at the nearest stop.

The introduction of new technical inspection rules is postponed

It was assumed that from March 1, technical inspection operators would have to transfer photographs of the vehicles that were inspected to the Unified Automated Information System. Diagnostic cards were also to be drawn up there. But for now, these innovations have been postponed until October 1.

A new road sign "Photo and video recording" will appear

The corresponding sign of additional information is changed to a full-fledged road sign. It means that automatic cameras can work in its area of / u200b / u200bthe violation of traffic rules.

Outside settlements, it is placed at a distance of 150-300 meters to the control zone, in cities and villages - along with signs about the beginning of settlements. It is assumed that the new sign will completely replace the previous signs by September 1.

Responsibility for offenses

The punishment for disobedience to policemen is toughened

We are talking about article 19.3 of the Administrative Code, which implies responsibility for disobedience to police officers, Rosgvardia employees, military personnel and other people in uniform or with crusts. From March 1, fines under this article will quadruple - from 500–1,000 rubles to 2–4 thousand, and a punishment in the form of compulsory work is introduced for up to 120 hours.

The responsibility for repeated violations of this kind committed at public events has also been toughened. Now for individuals it is a fine of up to 20 thousand, or arrest for up to 30 days, or up to 200 hours of compulsory work. For officials, a fine of up to 40 thousand is provided, for legal entities - up to 200 thousand.

For posts about drugs on the Internet, a deadline is introduced

A clarification has been added to article 230 of the Criminal Code of the Russian Federation, which provides for punishment for inducement to use drugs. If information and telecommunication networks, including the Internet, are used for this, the offender will spend 5 to 10 years in prison.

Foreign agents face new fines

Foreign agents are people and organizations that receive support from abroad and at the same time conduct activities that can be considered political. They are required to register in this status with the Ministry of Justice.

Since March 1, for evading registration, publishing materials without notes that they are related to a foreign agent, or collecting military information that cannot be qualified as treason or espionage, natural persons are subject to criminal liability. The punishments are very diverse - from large fines to imprisonment.

New types of responsibility are envisaged for organizers of public events

Two new offenses have been added to the Code of Administrative Offenses, for which they will be punished:

  1. If the organizer of a public event does not report on transactions with money in accordance with the established procedure, he faces a fine. Individuals will have to pay up to 20 thousand rubles, officials - up to 40 thousand, legal - up to 200 thousand.
  2. If money for a public event was transferred by someone who did not have the right to do it, then the fine will be up to 15 thousand rubles for individuals, up to 30 thousand for officials, up to 100 thousand for legal entities.
