To try this method yourself:
- Open PlayStation 4 Settings → Network → Establish Internet Connection.
- Choose to connect via cable or Wi-Fi.
- Specify the connection method "Special" → IP-address - "Automatic". You do not need to fill in the DHCP field.
- Enter DNS manually.
- Enter 109.195.115.56 in the "Primary address" field, and leave the "Additional" field blank.
- Select MTU - "Automatic" → "Proxy" - "Do not use".
The author warns that ping can grow and asks not to use DNS on PCs or other devices.
