Can anyone register a drone?

No. There are a number of restrictions for quadcopter owners. According to the current version of the project, the drone cannot be registered by persons registered in a drug addiction or psychiatric dispensary, as well as those who have a criminal record for hooliganism and terrorism, and those who previously violated the rules for the use of airspace and committed forgery of registration documents.

Who will register and how?

According to the draft registration rules, the organization "ZashchitaInfoTrans", controlled by the Ministry of Transport, will maintain the base. It is planned to keep records using RFID tags, similar to those used in access systems. Small pieces of plastic with a microcircuit inside will be attached to each drone and will allow it to be identified from a distance of up to 300 meters.
