If the toy is planned for children, then give preference to containers not made of glass, but of plastic.
The jar can be painted on the outside with acrylic paints, decorated with tinsel, small bells, New Year's stickers, felt snowflakes. From the inside, small glitters can be applied to the glass, they will create the illusion of flying snow.
For dry balls, instead of purchased artificial snow, you can take everything that is enough for your imagination: crushed eggshells (both white and tinted with food coloring; multi-colored looks very interesting), pieces of plastic, beads, salt, foam grains. For water balls, the "snow" must be waterproof.
Glycerin is added to the water so that the "snow" swirls smoothly. You can find liquid in pharmacies, but if you can't buy it, try colorless hair gel or water-soluble transparent glue.
A ball toy is easy to make from polymer clay. For example, roll three balls of different sizes, connect them with a drop of glue, glue the eyes and orange nose with a carrot - and the snowman is ready! Some of these snowmen and homemade Christmas tree decorations are great for decorating too. You can also use a small figurine, a Kinder Surprise figurine, matching elements from a board game or LEGO.
To close the can tightly, you can wind a FUM tape or a strip cut from a thin latex glove around the neck before screwing, or simply apply glue. This is especially important for balls with liquid.
