What rules will be required for animal owners
The new law, in effect in Russia since December 27, 2018, calls for a more responsible attitude towards animals and obliges their owners:
- provide pets with proper care (which one is not spelled out in the law, you can focus on GOST);
- show them to the veterinarian in a timely manner;
- take measures so that the animal does not bring unwanted offspring;
- walk pets only on specially designated areas;
- clean up animal excrement.
At the same time, it is prohibited:
- set your pet on people (except in cases of self-defense) and other animals;
- carry out painful veterinary procedures without anesthesia;
- allow the animal to move uncontrollably near roads, in entrances and elevators, in the courtyards of apartment buildings, on children's and sports grounds.
Separate rules are prescribed for dogs of potentially dangerous breeds. They cannot be walked without a muzzle and a leash, even on a special site. This is only allowed in a fenced-in area that is owned by the owner of the animal. At the same time, there should be a warning sign at the entrance to the yard or plot.
The list of potentially dangerous breeds will be formulated by the government of the Russian Federation. Now such lists exist at the municipal and regional levels.
The owner is obliged to find a new owner for the pet or transfer it to the shelter if he no longer intends to keep it.
In addition, the owners must, during inspections, let the officers of the supervisory authorities examine the animal. If they have any questions, the owner can be brought to administrative (now determined at the regional level) or criminal liability, and the pet can be seized.
In the future, a list of animals prohibited for keeping at home will be developed.
It is assumed that wild animals will fall into it, but it is not yet known which ones. However, if you purchase a pet from a non-existent list before January 1, 2020, you will be allowed to keep it.
What other innovations are there in the law
1. The rules of the law are based on a responsible, moral and humane attitude towards animals. Therefore, propaganda of cruel treatment of them in any form is prohibited.
2. The procedure for catching and keeping stray animals is being clarified. For example, animals can only be placed in shelters.
Officials of the authorized bodies will have to film how the animal is being caught. At the same time, there should be no children nearby (an exception is if the animal is aggressive and dangerous). In the process, the animal should not be injured or injured - the organization engaged in trapping is responsible for its life and health.
It is forbidden to take spayed animals with special marks from the street, that is, those that were caught and released after proper procedures (vaccination, sterilization, labeling) earlier. All of these provisions will come into force on January 1, 2020.
3. Fights involving animals are prohibited.
4. Animals can no longer be kept in restaurants, cafes, bars.
5. Contact zoos are prohibited. If the activities of the organization still assume that the animal can be touched, it should be able to freely hide from people.
6. You cannot force the animal to work more efficiently with the help of harmful drugs.
7. The owners are obliged to keep the "retired" beast, which is no longer fit for work, in proper conditions until its death from natural causes.
8. By January 1, 2022, zoos, zoos, circuses, dolphinariums, aquariums, zoos must obtain a license to keep and use animals. Activities without permits are prohibited.
Who will enforce the rules
Veterinary and environmental authorities and many other structures and divisions will have to control the implementation of the law.
The law also introduces the concept of a public inspector who will be able to cooperate with the state supervision authorities and, on a voluntary basis, check the conditions for keeping animals.
Volunteers will receive certificates confirming their credentials. They will be able to freely take photos and videos when it comes to handling animals and visit shelters.
