Why can they not be allowed on board the plane?

The reasons are indicated in the federal law, which amended the Air Code of the Russian Federation.

A passenger can be blacklisted if he is punished for:

  • failure to comply with the orders of the aircraft commander;
  • hooliganism on board;
  • taking actions that threaten the safe operation of the aircraft.

Prior to the amendments to the Air Code, airlines did not have the right to prohibit people from buying air tickets.

Do passengers often misbehave?

Last year, in Moscow alone, the police removed and did not allow 634 people to board flights. 19 people were brought to criminal responsibility, 611 - to administrative responsibility.

The most common violation is being drunk at airports and petty hooliganism. It also happened that due to airborne bogey airplanes made forced landings.

Who and how decides that a person will be blacklisted?

The fact that the passenger has committed an offense on board the aircraft is reported by the aircraft commander. He informs the head of the carrier company in writing.

A copy of this document must be handed over to the airborne bombers before he gets off the plane.

The decision that the passenger will be blacklisted is made by the carrier. But only after the court assigns a punishment to the passenger.

The blacklist must be made within 30 days after the decree on his conviction of an offense comes into force. After that, he will not be sold plane tickets for a whole year.

If the passenger does not agree that he was blacklisted, he can appeal this decision in court.

That is, airborne bogeymen will first be punished under the article, and then blacklisted?

Yes. For failure to comply with the orders of the aircraft commander, the passenger faces a fine of 2,000 to 5,000 rubles or administrative arrest for up to 15 days.

If a passenger has committed hooliganism on board, he can be fined from 300,000 to 500,000 rubles, sent to correctional labor, or imprisoned for up to five years.

If the passenger has committed something that threatened the safe operation of the aircraft, the punishment is a fine from 150,000 to 300,000 rubles or imprisonment for up to two years.

One of the harshest punishments in 2013 was received by a resident of Saratov, Sergei Kabalov. He made a drunken brawl on the plane: he fought with a passenger, tried to smoke in the toilet, and then insulted and beat the flight attendant. Kabalov was sentenced to 3, 5 years in prison and moral damages. Later, the sentence was reduced to 1 year and 8 months in the colony.

Now the State Duma is considering a bill that envisages toughening punishment for airbossiers. And also to establish administrative responsibility for petty hooliganism committed on the railway, sea, inland waterway or air transport.

It is also planned to introduce blacklists for brawlers traveling by train, sea and river vessels.

Are there any exceptions? Who definitely won't be blacklisted?

There is. Flight will not be denied to those who return to Russia from the point of departure, where there are no other means of transport other than airplanes. Also, those who should be deported outside the Russian Federation will be allowed on the plane - again, if it is impossible to use other transport.

In addition, an exception is made for passengers who are forced to fly by plane (since there are no other options) for treatment or back, or accompany disabled people and people with disabilities, and are also sent to the funeral of a family member or close relative. All this will need to be documented.

Will the blacklist be valid for all airlines?

So far, it is not planned to create a single black list of passengers: each airline will have its own "stop list". But it is possible that carriers will exchange them.

Is there something similar in other countries?

There are blacklists in many countries in Europe and Asia, as well as in the United States. In addition, airboosters face heavy fines and imprisonment.

South Korean airline Korean Air has gone further by allowing its flight attendants to use stun guns to subdue aggressive passengers. True, this does not always work out. At the end of 2016, renowned musician Richard Marks, who was flying to Seoul, helped to neutralize an airborne airplane. The flight attendants did not really know how to use the stun gun.
