What is an OSAGO policy and why should you issue it?

OSAGO stands for compulsory motor third party liability insurance. A policy is a document that you have entered into a contract with an insurance company. The type and content of the policy are strictly unified. The documents are printed by Goznak. They are distributed by the Russian Union of Auto Insurers (RSA).

This OSAGO policy is slightly larger than the standard A4, has a PCA watermark, red blotches, a metal strip and a QR code. The serial number is convex.

According to the Traffic Rules, the driver must always have his license, car documents and insurance with him. Driving with or without an expired OSAGO policy is punishable by a fine of 500 rubles. If there is no policy at all, you will have to pay 800 rubles.

When buying a new car, you have 10 days to insure it. It is necessary to prolong the contract no earlier than one month before its expiration. For example, if the policy is valid until March 1, 2018, then from February 1, you can go to the insurers.

The standard validity period for a compulsory auto insurance policy is 1 year. Minimum - 20 days (when the car needs to be driven to the place of registration or technical inspection).

What are the CTP policies?

By the number of persons allowed to drive a vehicle, compulsory auto insurance policies are:

  1. With a restriction (the exact data of the drivers is indicated, maximum of five).
  2. No restrictions (anyone can get behind the wheel).

In terms of validity, three-month, semi-annual and annual OSAGO policies are most often found.

In terms of form, they are divided into paper and electronic.

Which is better: electronic or paper CTP policy?

Before heading to an insurance company or applying for a policy online, weigh the advantages and disadvantages of each method.

In the presence of a paper policy, traffic police officers find fault less. It can even be issued for a new car and a novice driver, data about which is not yet available in the PCA database. But there are also disadvantages:

  1. The imposition of additional services by insurers.
  2. Paperwork and a shortage of forms.
  3. Time wasted.

The main advantage of the electronic OSAGO policy is its availability. If the data about you and your car is in the PCA system, everything can be done in a few minutes without getting up from the couch. At the same time, the price is the same, and there is no need to directly contact the employees of the insurance company. But e-CMTPL is not without its drawbacks:

  1. Difficulties in checking the policy by traffic police inspectors.
  2. Due to technical failures, the insurance may expire.
  3. There is a risk of running into the insurer's clone site.
  4. Europrotocol is not available.
  5. Cannot be issued for a new car.

How to issue an MTPL policy at the insurer's office?

To get a policy, you need to submit several documents to the office of the insurance company:

  1. Application for the conclusion of a contract (sample). Usually filled on site.
  2. Passport and its copy.
  3. Vehicle registration certificate (STS) or vehicle passport (PTS).
  4. Copies of the driver's licenses of everyone who will be included in the policy (in case of compulsory motor third party liability insurance with a limited list).
  5. Diagnostic card (simply - technical inspection) for cars older than three years.
  6. Old CTP policy (if any).

An employee of the insurance company, based on the data provided, will calculate the cost of insurance, draw up an appropriate contract and issue a receipt for payment.

If everything suits you, sign, pay and receive your copy of the contract, a policy with a seal and signatures, as well as two accident notification forms.

From 1 January 2018, the so-called cooling period has been extended to 14 days. This is the period during which you can cancel the insurance contract.

How to issue an MTPL policy online?

Electronic compulsory auto insurance policies were introduced back in 2015. On January 1, 2017, their registration became mandatory for all insurance companies. But not everyone has introduced this feature on their sites yet.

In order not to waste time looking for an insurance company that will issue you an MTPL policy, use the sravni.ru service.

There you can immediately calculate the cost of insurance by simply entering your car number or brand, year of manufacture, and so on. The service will show you the offers of popular insurance companies, as well as their rating based on user reviews. All that remains is to choose a company and order a policy.

An electronic compulsory auto insurance policy (e-CMTPL) has the same legal force and cost as a paper one.

A document printed on an ordinary printer can be replaced with a Goznak letterhead.

To issue an e-MTPL on the insurer's website, you need the following:

  1. Register on the insurer's website. Find the "Personal Account" section and fill in the required fields. Usually, you are asked for your full name, date of birth, passport series and number, registration address, telephone number. It is necessary to enter reliable information: the insurance company will check the data through the PCA database.
  2. Please log in. After verification, the insurer will send you a password to enter your "Personal Account" by email or phone. It will serve as an analogue of a simple electronic signature of the policyholder. Also, on the websites of some insurers, authorization is available through the "State Services".
  3. Calculate OSAGO and fill out an insurance application. To do this, you will need information about the previous policy, the insured, the car, the drivers allowed to drive. These data will also be verified through the automated information system of the Russian Union of Auto Insurers.
  4. Pay for the electronic OSAGO policy. This can be done using a bank card or electronic payment systems. The contract is considered concluded from the moment of payment.
  5. Print e-CMTPL: this will make it easier to communicate with the traffic police. Usually the document is stored in the "Personal Account" or sent by e-mail.

Which insurance company should you contact?

Choose a reliable insurer.

To do this, it is recommended to at least check for a license and read reviews on the Internet. There are many scammers in the auto insurance market.

When buying insurance from a little-known organization, be sure to visit the PCA website.

How is OSAGO calculated and how can you save money?

You can calculate the cost of the policy using a special one. The Russian Union of Auto Insurers has this, as well as on the websites of almost all insurance companies and many portals with auto topics.

But before you fill in the fields in the calculator, it's worth understanding how you can save money.

The cost of compulsory auto insurance consists of the base rate and seven coefficients. For cars of category B and BE, the calculation formula looks like this.

OSAGO = TB × KT × KMB × KVS × KO × KM × KS × KN.

  1. TB - basic tariff … It is set by the Central Bank and varies from 3,432 to 4,118 rubles. The lower the rate the insurance company uses, the cheaper the compulsory motor third party liability insurance will cost.
  2. CT - territory coefficient … Determined by the place of registration of the owner of the car. For Moscow, the territory coefficient is 2, and for a resident, for example, of the Kurgan region - 0, 6. You can save money here only if you are ready to register far from the capital or register a car for a relative from a remote corner of Russia.
  3. KBM - bonus-malus coefficient … This is a discount for breaking even driving: the longer you drive without an accident, the lower the rate. You can find out your KBM on the website of the Russian Union of Auto Insurers.
  4. KVS - coefficient of age and experience … For experienced drivers, it is equal to one, and for beginners under 22 years old who have been driving for less than 3 years, it is 1, 8. This significantly increases the cost of insurance. Experts advise getting a license immediately after the age of majority, even if there are no plans to acquire a car yet.
  5. KO - coefficient of restrictions … Insurance with a limited number of persons allowed to drive a vehicle is cheaper: the coefficient is equal to one. Unlimited insurance ratio - 1, 8.
  6. KM - power factor … The more powerful the engine of the car, the higher the transport tax and the cost of insurance. Keep this in mind when considering buying a new car.
  7. КС - coefficient of the period of use … With standard annual insurance, it is equal to one. But if you only drive a car in the summer and drive it into the garage for the winter, then why pay more? The COP for six months is 0.7.
  8. КН - coefficient of violations … It can be excluded from the calculation if gross violations are not allowed, such as deliberate infliction of life and health, drunken driving, hiding from the scene of an accident, and so on.
