If Russia chose the word of the year, “self-isolation” could be recognized as the winner of 2020 ahead of schedule. It is used on business and without. Firstly, because it is trendy, and secondly, because it is not completely clear what it means. Much depends on who asks you to stay at home and in what form.
All services advise people without symptoms of illness to limit social contact. As long as this exists only as a recommendation, you cannot be forced to stay at home, as well as punished for leaving the apartment.
Without restrictive regulations, self-isolation is an effective measure to combat the spread of coronavirus and a responsible citizenship, nothing more.
For example, in a similar manner, all services all year round advise washing hands and brushing teeth. However, the cleanliness inspector is not yet conducting a tour. This means that it is possible not to formally observe self-isolation. But it is not necessary, because not only your health depends on it.

Quarantine
What
Self-isolation is often called the need to stay at home when it comes to quarantine. But in this case, everything goes from the category of advice to the legal plane. The authorities no longer recommend staying at home, but prohibit leaving it (options are possible here - it depends on the decision of a particular body). New requirements are enshrined in a normative act, and now you will have to answer for their violation.
The quarantine was in place in China, and it was he who helped the country cope with the spread of the disease. Now strict measures have been taken in many other countries. For example, in Italy, breach of isolation is punishable by huge fines. The enterprise has stopped working, and citizens are asked to stay at home always. In Israel, full quarantine began on March 20. Residents were forbidden to leave their homes for no reason. The situation is similar in Germany.
In Russia, quarantine measures cannot yet be called strict. For example, citizens who had recently arrived from abroad without symptoms were only advised to stay at home for two weeks - this is the very same self-isolation. At the same time, it was allowed, for example, to walk the dog, but at a time when there were few people on the street.
Now the Russians returning from abroad are obliged to exclude all social contacts for 14 days. Rospotrebnadzor began to call it quarantine at home and explained that it is absolutely impossible to leave the house, "even in order to receive a parcel, buy food or throw out the trash." This also applies to those who live with those who have returned from abroad or have been in contact with a sick person.
New quarantine measures can be introduced at any time and affect you.
How to comply with quarantine
Rospotrebnadzor instructs those returning from abroad and those who have come into contact with the infected to stay at home and not leave it for the entire period of quarantine. If possible, you should be in a separate room, use separate dishes, towels, personal hygiene products. You should buy groceries online or with the help of volunteers. Garbage is offered to be folded in two packages and put in the entrance. You can ask someone to endure it or rely on the neighbors.
If symptoms of the disease appear during the quarantine period, you also cannot go out. It is necessary to call a doctor at home.
Those who are in quarantine are entitled to sick leave. It is issued remotely in your personal account at the Social Insurance Fund. For authorization, you will need a username and password from "Gosuslug". If you cannot get an electronic sick leave, the called doctor will issue it in the usual form.
How to be punished for non-compliance with quarantine
As soon as advice turns into restrictions enshrined in a normative act, the threat of punishment becomes real. Here's what they can do to you:
1. Isolate by force. If you are required to comply with quarantine, but do not, you can be placed in an infectious diseases hospital.
2. To fine. For disobeying a lawful order, you can pay 500-1,000 rubles.
3. Bring to criminal responsibility. Initially, lawyers spoke about Article 236 of the Criminal Code of the Russian Federation - violation of sanitary and epidemiological rules. It provides for a punishment of up to five years in prison, but only if the offender infected someone and he died.
However, the main infectious disease specialist of Stavropol Territory, which did not comply with quarantine, was prosecuted under Articles 237 (concealment of information about circumstances posing a threat to human life or health) and 293 (negligence). The second article does not threaten an ordinary citizen. But it is already clear that they will not lisp with violators. And this case, among other things, should demonstrate the decisiveness of the authorities. In total, more than 500 people have been punished for violating quarantine.
From day to day, the responsibility can be toughened. Such amendments are already being considered in the Administrative Code. The maximum amount of the fine will rise to 300 thousand for citizens and 1 million for legal entities.
Mandatory self-isolation
What
The phrase "mandatory self-isolation" consists of parts opposite in meaning, which confuses even more. Is this a euphemism for quarantine, or are they still recommendations, just stricter ones?
In some regions, mandatory self-isolation decrees have already appeared. For example, in Moscow, they first decided to oblige (not recommend!) To observe the self-isolation regime of residents over 65 years old, as well as those suffering from certain diseases that increase the risk of death from coronavirus. Since March 30, the new measure has been extended to all Muscovites. The situation is similar in the Moscow region.
This is still not a quarantine. Regional authorities, within the framework of current legislation, cannot prohibit movement of all citizens indiscriminately.
In accordance with Article 55 of the Constitution, restrictions on the rights and freedoms of citizens are possible only by virtue of federal law and for constitutionally significant purposes, which means that the introduction of such restrictions is the exclusive competence of the Federal Assembly and the President.

However, it is known that the mayor of Moscow Sergei Sobyanin acted on the basis of the order of the Moscow department of Rospotrebnadzor, and the Kremlin supports this decision and considers it justified. Moreover, Prime Minister Mikhail Mishustin asked the regions to introduce similar measures at home. The Murmansk region has already followed suit.
So if these are recommendations, then they are very urgent. It is in your interests to observe them, since such strictness in restrictions says better than others: everything is serious. And the laws can be corrected, because everything is changing too quickly.
How to comply with mandatory self-isolation
Depends on what is written in the regulation that applies to you personally. For example, Muscovites and Murmansk residents are allowed to leave their place of residence only to go to work or to the nearest store, pharmacy, seek emergency medical assistance, take out the trash or walk the dog near their home, without moving away more than 100 meters.
How will they punish for non-compliance with mandatory self-isolation?
In Moscow, which is a pioneer, measures for violations will be established shortly. It has not yet been revealed how this will be implemented and what levers are used. For example, the authorities deprive pensioners who have violated the self-isolation regime some of their material aid. The rest of the regions are likely to follow the example of the capital.
