The life hacker figured out in which cases it is necessary to provide a document, in which it is not necessary, and whether you can be fined.
When you need to show your passport
According to article 13 of the Law "On Police", police officers have the right to check identity documents in the following cases:
- if a person is suspected of committing a crime;
- if he is wanted;
- if there is a reason for initiating an administrative case;
- if there are grounds for detention.
The grounds for detention are escape from custody, mental disorders that threaten others, violation of the curfew, attempted suicide, entry into guarded objects and other deviant behavior.

The reason for checking documents, for example, can be a state of alcoholic intoxication, if someone indicated that you are violating public order, or if your appearance is similar to the wanted criminal.
How documents should be checked
Only police officers are entitled to check documents. An employee (even in uniform) who has a day off or who is not in his area of the city has no right to demand something.
Approaching a citizen, a police officer is obliged to:
- Introduce yourself - name your position, title and surname.
- Present a service certificate at the request of a citizen.
- Inform the reason and purpose of the appeal.
You may not get your passport until the police officer fulfills the charter and answers questions.
A citizen can show his passport without letting go. If a police officer takes the documents by force, he will violate article 19.17 of the Code of Administrative Offenses.

What will happen if you refuse to submit documents
If the police officer has a detective orientation or your appearance is suspicious, do not bicker. The request to present documents is legal. Refusal can be regarded as disobedience to the lawful order of the police officer. It is fraught with a fine of 500 to 1,000 rubles or arrest for up to 15 days (Article 19.3 of the Code of Administrative Offenses).
The detention is carried out after drawing up a protocol in the presence of two attesting witnesses. They can be detained for a maximum of 48 hours.

What to do if your passport is not with you
A citizen of the Russian Federation is not obliged to always carry a passport with him. Following the letter of the law, many carefully keep their main document at home.
Police officers can be shown another identity document. This could be:
- temporary identity card (form No. 2P);
- international passport;
- a certificate of a serviceman, sailor or prosecutor's office worker.
Officially, they are not identity cards, but they may well arrange for police officers with driver's licenses, student cards, passes and other documents with photos, as well as their copies.
If you don't have any documents with you at all, the policeman can take the citizen to the police station for identification (Article 13 of the Law "On Police"). Not to delay, but to deliver.

Can they be fined due to problems with documents
Failure to carry documents is not a misdemeanor. However, a district police officer (not a patrol officer!) Can draw up a protocol and issue a resolution on an administrative offense if:
- the passport is expired;
- no registration at the place of stay or place of residence.
Under no circumstances can police officers issue and collect fines on the spot.
