It is a dubious idea to save on the purchase of apartments and live in settlements far from civilization. In this case, it is better to overpay and choose an inhabited area. There should be schools, hospitals and shops nearby so you don't have to regularly spend time traveling from one area to another.
When you find several suitable options, do not be lazy to go to the place. Find out how the area is with transport and how long it takes to get home from the nearest metro station. Ideally, this should be done during rush hour - in the morning or after work.
