Lifehacker and MTS have prepared instructions for those who have read the law "On the use of cash registers" several times, but still did not understand what to do next.
Which cash desks are suitable for the requirements of 54-FZ
Currently, there are more than 120 models in the register of online checkouts that meet the requirements of the law. They fall into three categories.
Autonomous cash registers
The simplest option: the good old push-button device, to which a fiscal drive and a module for Internet communication have been added.

Smart terminals
Modern cash registers, which are a tablet with a touch screen and a built-in printer for printing receipts. At such a checkout, you can install software for the automation of inventory control.

Fiscal registrar
Basically, it is a receipt printer that can be connected to a computer, tablet, or even a smartphone. Convenient, but expensive: you have to buy both a recorder and a device to which it can be connected.

What to consider when choosing
The “buy anything, just to be cheaper” approach does not work here, because online cash registers are not a talisman in case of checks. They make the job of a cashier easier and help you earn more. There are six criteria to watch out for.
1. Internet connection type
To send all data on settlements at a point of sale to the Federal Tax Service, the cash desk needs access to the Network. There are suitable solutions for every type of communication.
Wired Internet
An excellent option for stationary trading. This type of connection is supported by autonomous cash registers, fiscal registrars and some smart terminals - for example, MTS Kassa 7 ″ Black”.
Wi-Fi and mobile internet
Suitable for both mobile and stationary trade. Smart terminals are friendly with these types of communication, and for autonomous cash registers and fiscal registrars it is necessary to purchase a communication module. There is no point in overpaying for traffic and speed - for the checkout, a tariff with 1 GB per month and 256 Kbps is enough.
If everything is completely sad with the Internet, buy a cashier that can work offline. Purchase data is stored in the device's memory, the cash register sends them to the Federal Tax Service when a connection appears.
2. The number of products in the store
The connection with the choice of cash register is simple here. Clause 4.7 of 54-FZ states that the name of the goods sold must be on the cashier's receipt. For incorrect checks, a fine for officials is from 1,500 to 3,000 rubles, for a legal entity - from 5,000 to 10,000 rubles.
There are up to 50 products in the store
A small store will have enough autonomous checkout capabilities. She herself does not print the name of the product, but there is a life hack: when you enter the goods in the checkout list, connect it to the computer and assign a code to each item. When selling, the cashier drives in the code - magic, the desired name appears in the check.
However, the Federal Tax Service is preparing a surprise for entrepreneurs: it is planned to introduce a unified database where manufacturers will enter data on manufactured goods - a kind of analogue of the Unified State Automated Information System, but not for alcohol. Trade organizations will have to add this data to the list of goods sold by downloading them from a common database. Trading will be considered illegal without connecting to the base.
Since 2019, clothing, bed linen, shoes, tobacco products, perfumes and eau de toilette, tires and tires, cameras are subject to mandatory labeling. Autonomous cash registers are technically unable to download data according to such rules, so sooner or later they will have to be changed to smart terminals or cash registers with a fiscal registrar.
There are more than 50 products in the store
The larger the assortment, the easier acceptance, sale and accounting should be. This can be done by smart terminals and cash registers with a fiscal registrar. With an autonomous cash register, service takes more time, and cashier's mistakes are not excluded.
With MTS smart terminals, you can add products to the list automatically by uploading an Excel document with an assortment. You can also do it manually: you scan the barcode, the cash register finds the goods in the global directory of all goods entered in the MTS system and adds it to the list. When selling, it is convenient to search for goods by scanning a barcode, and the most popular items should be displayed on the checkout panel.
3. Mobile or stationary cash register?
The mobile cash register is battery operated, the stationary one is powered by the network. If the store experiences power outages, a mobile checkout is better. However, if the light is turned off rarely and for a short time, stationary cash desks with a built-in battery will also do: for example, "MTS Cashier 5" will easily hold out for 24 hours.
Mobile cash registers will be useful for couriers and traveling trade. Some models are able to accept bank cards - like "MTS Cashier 5" and Litebox 5 with an acquiring terminal.
If you sell bulky items, a mobile checkout will make life much easier for the cashier and customers: you can not drag bulky goods to the checkout, but scan the barcode in the trading floor.
4. Permeability of the store
Long lines for a store owner may be a pleasant sight, but this is usually discouraged by buyers. Service at the checkout should take a minimum of time. You can speed up cash transactions and the process of printing a receipt.
In order not to drive in each product manually, you need a barcode scanner. It connects via USB or microUSB, so make sure the checkout has enough connectors for a scanner, scales and a bank terminal. If you do not want to get confused in the wires, choose models with a built-in scanner: for example, "MTS Cashier 5", LiteBox 5, LiteBox 8 or LiteBox X. The bank terminal can be connected via Wi-Fi, so it is more convenient to serve it to the customer to enter the PIN code …
As for checks, cash registers are divided into three categories:
- with low print speed - up to 90 mm per second;
- at an average speed - from 90 to 150 mm per second;
- with high speed - from 150 mm per second.
Fast checkout counters are suitable for supermarkets, a small store can do with a cheaper checkout with an average print speed.
5. Kind of activity of the store
Sale of non-food products
You can choose any cash desk you like - the law does not impose any additional requirements.
Sale of goods subject to veterinary control
These are meat and meat products, fish, dairy products. Here we need cash desks that support work with FSIS "Mercury". It's great if you can connect a scanner to the checkout: this way you can confirm the delivery of goods in the information system by simply scanning the barcode.
Alcohol sales
The receipt and sale of alcoholic beverages must be recorded in the Unified State Automated Information System. This means that the cash desk should have a universal transport module for transmitting information, a 2D scanner for excise stamps and a product accounting program that is friendly with the EGAIS. Smart terminals and cash registers with a fiscal registrar are suitable for these requirements.
The MTS inventory system automates all processes related to alcohol trade, reducing the risk of cashier error to zero and saving entrepreneurs from fines. It automatically creates write-off documents and sends them to EGAIS, generates alcohol declarations and limits the sale of alcohol by day and hour. 6. Number of outlets
To manage a chain of stores, you need to automate trading processes and introduce a unified inventory control in order to simplify the control process. In the system, you can monitor the quantity of goods in each store, make purchases, determine illiquid assets and the most popular items, control the work of cashiers and generate accounting reports.
