Who can use

The new law allows those who are financially affected by the coronavirus epidemic to receive a deferred loan payment. You can go on a credit vacation under the following circumstances:

  • The money was issued before the entry into force of the law on a possible deferral.
  • The borrower's income decreased by 30% or more compared to the monthly average for 2019.
  • The loan amount does not exceed the established amount. This is 100 thousand rubles for credit cards, 250 thousand for consumer loans for individuals and 300 thousand for entrepreneurs. For a car loan and a mortgage, the maximum is 600 thousand and 1.5 million, respectively. At the same time, in the near future, the maximum mortgage rate for some regions may be revised. First of all, this concerns Moscow, St. Petersburg and the Far East.

In 2019, a law on mortgage vacations with a similar mechanism began to operate in Russia. But there are other criteria, a different maximum loan size - you can read more about this in a separate article. But most importantly, the delay during your mortgage vacation costs you nothing.

With the new coronavirus grace period, you will still be charged interest for the grace period.

How much will you be charged for a loan vacation

On the mortgage, interest will be charged as usual (under the agreement). For other loans, there is a preferential rate of ⅔ of the market average for a similar type of loan for the day on which you ask for a deferral. Now the average market rates are 12, 36% for new cars and 16, 73% - for used cars, about 12% for targeted loans with a repayment period of more than a year, 11, 6-27, 3% for cash loans (depends on the term and amount).

Interest on credit cards will need to be paid within two years after the end of the vacation in equal installments. For other loans, you will pay back the accrued amounts when you pay off the rest of the debt. They will be divided into payments not exceeding the monthly installments for this loan.

The maximum term for a credit vacation is six months. You can stop them at any time. To do this, you need to contact the bank. The institution will send an updated payment schedule.

You can get a grace period for each loan only once. But then you can take advantage of other ways to ease your financial burden, such as taking a mortgage vacation. By the way, if you have already taken them, you are still allowed to receive a coronavirus respite.

During your loan holidays, you can deposit money for a loan. They will be used to pay off the principal debt.

How to get credit holidays

You need to contact the bank for a delay until September 30, 2020. You can apply in a free form in the manner specified in the loan agreement. In addition to the application, within 90 days from the date of its submission, you must send documents confirming the change in income:

  • Certificate of 2 ‑ personal income tax for 2019. You can get it in your personal account at the tax service or request it from your employer.
  • A document confirming the decline in income. This is 2-NDFL for 2020 (issued by the employer), a certificate of registration at the labor exchange or sick leave - it is better to check with the bank what he needs.

But it is important to understand whether you really have the right to the vacation. If it is not confirmed or you do not send the documents, the deferral will be canceled, and you will be charged penalties and fines for the debt.

The bank has five days to consider the application. You will then be informed of the results.

You choose the start date of the deferral. For credit cards, this can be any date from the moment of contacting the bank with a request for a vacation. With consumer loans, it is allowed to take a deferral retroactively: up to 14 days before the date of contacting the bank. For mortgages - up to 30 days before the date of circulation.

Increased sick leave

From April 1 to December 31, sick leave payments are charged anew. Now, for a full month of illness or quarantine (not to be confused with self-isolation), they cannot pay less than the minimum wage. Now the minimum wage is 12 130 rubles.

When calculating sick leave, seniority is taken into account. If he is less than five years old, the employee is paid 60% of the average earnings, from five to eight years - 80%. It takes eight years to earn an average wage. As a result, a novice specialist with an average income of 18 thousand rubles would have previously received only 10, 8 thousand for sick leave. Now for a full month he is entitled to at least 12, 13 thousand.

If a person took sick leave for less than a month, he will be paid in proportion to the sick leave time. Suppose a young specialist returned from abroad in April and is forced to isolate himself for 14 days. He will be credited with 5.66 thousand. And according to the old scheme it was 5, 04 thousand.

It is important to note two points here:

  • You will have to pay personal income tax. If the sick leave for a month is equal to the minimum wage, then the employee will receive 10,553 rubles in his hands.
  • The new law will only affect people with not very high salaries. Say, with an average income of 20 thousand, monthly sick leave payments will amount to exactly 12 thousand, that is, the benefit will be only 130 rubles. If the income is 21 thousand or more, payments will be calculated according to the old scheme. For people with experience from five to eight years, the threshold is even lower. The new payment system is suitable only for those who, on average, receive less than 15.5 thousand.

Increased unemployment benefits

From March 30 to December 31, 2020, the maximum unemployment benefit will be equal to the minimum wage and amount to 12,130 rubles. But this does not mean that everyone will receive this amount until they find a new place.

The unemployment benefit is calculated based on the average income for the last three months. The first three months after registration at the labor exchange, it is 75% of the average earnings, the second three - 60%. Then they stop paying the allowance. Moreover, its size cannot be less than the minimum and more than the maximum. Previously, it was 1, 5 thousand and 8 thousand rubles, respectively. Now the maximum allowance has been increased to 12,130 rubles, the minimum has remained the same.

To receive an increased allowance, you need to earn at least 16, 2 thousand per month. If the salary was lower, then the benefit will also be lower. However, in the near future, a government decree should be issued, according to which, from April 1 to June 30, the minimum wage will be received by all new unemployed. Additional payments are also provided for parents of minors - 3 thousand for each child.

The Ministry of Labor informs that you can register as unemployed through the website "". You will need a work book with a dismissal record and a certificate of income for the last three months.

Cancellation of penalties for non-payment of housing and communal services

Delay in payments for housing, utilities and overhaul will not be punished with fines until the end of 2020. The corresponding document was signed by Prime Minister Mikhail Mishustin.

Automatic renewal of social benefits

For six months, people receiving payments and benefits do not need to prove their right to do so. It will be renewed automatically. This includes, for example:

  • Monthly payments for the first and second child - the so-called Putin's. They are received by families in which the average per capita income is less than two living wages.
  • Subsidies for payment of housing and communal services.
  • Survivor's pension for recipients over 18 years of age.

Additional payments for children

Families eligible for maternity capital will receive an additional monthly allowance from April to June. Payments of 5 thousand rubles are due for each child under the age of three. You can apply for them to the Pension Fund before October 1.
