USRN - The Unified State Register of Real Estate is a database that contains information about all houses, apartments, commercial premises, including data on their area, layout, all owners in different periods, the presence of encumbrances, and so on.
You can get an extract from the USRN not only for an object that belongs to you, but also for any other (not always, under what conditions - read below). An extract will be useful if you are dealing with issues related to real estate in one way or another, and may be needed, for example:
- To confirm ownership … In 2016, certificates of ownership of real estate were abolished. So the statement is the only document that now performs this function. Proof that you are the owner will be required if you sell an apartment or rent it out, apply for a tax deduction.
- When buying a home. From the statement, you will learn all the important information about the object, as well as find out how many owners the apartment had at different times and who they are.
- When renting real estateto find out if the person you are communicating with has the right to take it.
- For registration of a mortgage. The bank needs an extract of the USRN in order to understand whether to approve a loan or not.

About the property
This is the most extended version of the extract from the USRN, which contains all the information about the object. It indicates its characteristics, the presence of encumbrances - mortgages or seizures, information on the cadastral value of the object, extracts from technical documentation. It also allows you to find out if the property is included in the register of cultural heritage sites.
When needed: in any incomprehensible situation, if there are not enough documents from the list below. This extract is extremely comprehensive.
On the main characteristics and registered rights to the property
It contains information about the owners, the cadastral value, the date the object was put into operation, the encumbrance. It includes a plan for the location of the premises on the floor or a diagram of the location of the object on the site.
When needed: if you want to prove your ownership or find out if the object is under encumbrance.
About the transfer of rights to the object
This extract contains, among other things, the history of how property owners have changed. True, complete data on previous owners will be available only to the current owner. The rest will be shown only the surname, name and patronymic.
When needed: if you are buying an apartment and want to check if it had any suspicious owners. For complete details, it is best to ask the current landlord to obtain and provide you with this statement.
About registered contracts of participation in shared construction
This is an extract about the land plot on which the apartment building is being built. The document indicates the developer, equity holders and the numbers of contracts they have entered into.

When needed: if you have lost the original papers that prove your right to housing.

The document is prepared and issued for a fee. The amount depends on the type of statement and its format:

How to get an extract from the USRN online
You can issue a document on the Rosreestr website. True, not all are available in electronic form, but only the following types of statements:
- on the main characteristics and registered rights to the property;
- about the cadastral value of the object;
- on the rights of an individual to the real estate he owned;
- on the transfer of rights to the object;
- on the content of title documents.
1. Submit an application on the Rosreestr website
To do this, go to the services, scroll down to the section "Electronic services and services" and select the option "Obtain information from the USRN".
In the block on the right, select which statement you are interested in.
Fill out the form on the left. To get a statement, it is enough to know the address of the object. But if you know the cadastral number, you can also specify it.
Then the steps will be slightly different depending on whether you need an electronic or paper version. If the first one, enter the email address to which you will receive a link to the statement.
If you need a paper version, you need to make changes in the "Form of submission and method of obtaining information" section.
The first field in it is a dropdown list, but this option does not always work. So you need to manually write "Paper document by mail" or "Paper document in the territorial department" and press Enter on the keyboard.
After that, the second field will change, and there you will need to drive in your mailing address or indicate the address of the required department of Rosreestr.
In the next step, you need to attach documents if, for example, you are the official representative of the applicant. If not, skip this step.
After that, you will have to re-read the specified data and send a request.
2. Pay the state fee
After Rosreestr receives your request, you will receive an email with a payment document with a unique accrual identifier. In most regions, you can pay the fee for an extract from the USRN only through the services of MOBI. Dengi (a portal for payment of public services), Transcapitalbank, Gazprombank and QIWI Bank.
3. Wait for the letter
If you are waiting for a paper version of the statement, then it will come by mail or you will be notified that it is time to take a walk to the territorial department of Rosreestr.
To receive an electronic version, you will be sent a link to access the document and a key for downloading it. Follow the link, enter the captcha and the key.
You will receive an archive containing XML and SIG files. Both documents must be uploaded to the appropriate lines on the special Rosreestr website.
After that, you will be prompted to open the document in a "human-readable format", and finally it will be possible to save or print it - there will be special buttons on top.
Rosreestr always asks you to enter the text from the picture to verify that you are human. Please be aware that the site is intermittent from time to time. And most often this can be understood precisely by the fact that the verification picture is not displayed even after a series of page updates.
If you are faced with something similar, then with a high degree of probability the problem is not in you and not in your computer, but on the side of Rosreestr. Sometimes they last for several days. In this case, it remains to wait or try to get the statement in another way.
What other ways are there to get an extract from the USRN
In the MFC
In the MFC, you can request extracts that are not available through the Rosreestr website. To do this, you need to contact, the rest of its employees will do for you. You will have to pick up the document in the same place where you applied.
By mail
To do this, you must send a request by mail to the territorial department at the location of the property. Application forms are available at Rosreestr. The letter should also include a notarized copy of an identity document.

How long will the statement take
Preparation of the document takes no more than three working days. If you order an extract from the MFC, the period may increase to five days, since the document still needs to be brought. When delivering by mail, the period may also be further extended.
