How temporary registration differs from registration

In general, now in the Russian legislation there are no concepts of "registration" or "temporary registration". But they are all used because it is clearer that way.

In this case, registration is understood to mean registration at the place of residence. It is unlimited and lasts until a person has to be discharged due to circumstances or by a court decision. It is indicated by a stamp in the passport indicating the address of residence.

Temporary registration assumes that a person has moved for some period, for example, changed the region for work or went to a sanatorium. The old dwelling is still considered a permanent habitat. From there he is not discharged, but in the new one he is registered at the place of stay. This is not reflected in the passport, the person is simply given a certificate.

Temporary registration can be obtained without a permanent one, but usually it is issued in addition.

Who needs temporary registration

You will have to issue it if you intend to live in another region for more than 90 days. Otherwise, you face a fine of 2-3 thousand rubles, and in Moscow or St. Petersburg - 3-5 thousand. The owner of an apartment in which people live without temporary registration can also be punished for the same amount. If they have not completed it in 90 days, the owner is obliged to notify the Ministry of Internal Affairs within three working days.

Those who:

  • moved to another apartment within the same region;
  • has a permanent registration in Moscow, and lives in the Moscow region - and vice versa (the same works for St. Petersburg and the Leningrad region, Sevastopol and Crimea);
  • lives with close relatives (they are considered spouses, parents, children, grandparents, brothers and sisters) who own the premises, rent it or are registered in it.

Why apply for a temporary registration

We have already figured out one of the reasons: so as not to be fined. But in fact, temporary registration has many advantages that make life easier:

  • It will be easier to place your child in a kindergarten or school, since “local” have priority.
  • They will be assigned to the polyclinic at the place of residence upon request (without registration - only with the permission of the head physician).
  • More vacancies will become available, since registration is essential for some employers.
  • You can qualify for benefits and benefits.

What documents are needed to obtain temporary registration

You will need:

  • Application for registration at the place of stay in form No. 1. It can be filled out during the submission of documents or in advance.
  • Passport or birth certificate for children under 14 years old.
  • A document confirming the right to temporary residence.

Sometimes people make a temporary registration in a house or apartment that they own. This is often done by the inhabitants of the North, who move to the south. They buy new apartments, but at the same time they do not check out their old ones. Thus, they retain the right to northern benefits and an increased pension. In such situations, a document that confirms the ownership is sufficient. For example, you can bring a purchase and sale agreement and an extract from the Unified State Register of Real Estate.

If the property is owned by someone else, a notarized lease will be suitable for temporary registration. If this paper was drawn up without the participation of a notary, you will also need permission from all property owners. They can come with you to the Migration Department of the Ministry of Internal Affairs to submit documents or provide you with a notarized consent in advance.

A child under 14 years old can be temporarily registered in housing without additional permits if one of his parents is already registered there. A parent, guardian or other close relative submits an application on his behalf. Children over 14 years of age apply for a temporary registration certificate themselves.

How to get temporary registration

There are several ways to submit documents.

This can be done in the Office for Migration Issues (UVM) in two ways: one by one, or by making an appointment in advance by phone or on the website of "Gosuslug". You just need to select the appropriate item.

Multifunctional centers also accept papers for temporary registration. In order not to stand in line, it is better to make an appointment in advance.

How long does registration take

According to the law, the Migration Department is given three days for this. In fact, you can leave with a testimony immediately after the first visit. If you use the services of an intermediary - MFC or UK, add the time it will take for this organization to take the documents to the police and return with a certificate back.

How long is a temporary registration for?

The relevant government decree says that registration at the place of stay "is carried out for a period determined by mutual agreement." But in practice, the UVM usually refuses to provide such a document for more than 5 years. And here a lot depends on what is easier for you: fight and complain to higher authorities or accept the conditions and come in five years for a new certificate.

Do I need to withdraw from temporary registration

This will happen automatically when the period specified in the certificate expires. If for some reason you need to check out earlier, you will have to apply to the UVM. However, already without a package of documents.
