1. The child is brought up in an incomplete family. The allowance is due to the only parent, provided that the second has died, gone missing (and this is confirmed by a court decision) or has never been entered in the birth certificate. Payments will also be assigned to the parent who receives child support.
2. The average per capita family income is below the regional subsistence level. Alimony is also taken into account when determining income.

The new law refers to payments for a child from 8 to 17 years old. However, in fact, the allowance is due up to 16 years old inclusive. Seventeen year olds won't get it.

What is the amount of payments

The allowance is equal to 50% of the regional minimum subsistence level for children. On average, this is 5,652 rubles. The minimum is updated every year on January 1st. Along with it, the size of payments changes.

If there are several children in the family, the allowance is due for everyone who grows up with one parent or for whom child support is paid.

When will they start paying

Payments will be appointed from July 1, 2021.

If you manage to submit an application in the first six months after the child turns 8 years old, the allowance will be assigned from the day of the eighth birthday. That is, a part will be paid retroactively. At the same time, the period until July 1 will still not be included in the calculations.

For example, a child turned 8 on July 2, 2021. If you apply for payments in October 2021, you can get money for July, August and September. However, if you apply for payments for a child born at the end of May in October, the money will be transferred for the same July, August and September. It just doesn't exist until July.

Those who applied for payments after the child turned 8 years and 6 months old, the allowance is due from the date of application. He is prescribed for 12 months. After that, you will need to update the application and confirm that the family's income has not increased.

How to apply for payments

So far, there is no exact mechanism for applying for payments. The Ministry of Labor promises that it will be possible to submit an application through the "State Services".

Monthly allowance for pregnant women

Now the majority of women registered in antenatal clinics before 12 weeks can receive 708, 23 rubles or more, if there are increasing coefficients. But from July 1, instead of a lump sum, a monthly allowance is introduced. The conditions of his appointment are also changing somewhat. Now they are like this:

• The woman was registered before 12 weeks of pregnancy.
• She is at least six weeks pregnant.
• The average per capita family income is below the regional subsistence level.

Payments will be assigned from the moment of registration, if you manage to apply for them within 30 days after your visit to the clinic. At the same time, there are restrictions on the size of the average daily earnings: it cannot be higher than 2,434.24 rubles.
