1. From September 1, when drawing up a will, the owner of the property and business can not only distribute assets between the heirs, but also order the establishment of an inheritance fund. It will be created by a notary after the death of the client.

The estate will manage the property and business of the deceased. From the income received thanks to this, the heirs indicated in the will will receive payments.

Such a measure will allow the testator to save the business and assets after death if there are no descendants among his descendants who could effectively manage them. The inheritance fund protects the property and at the same time provides the heirs with money.

2. From September 1, the list of foreign exchange transactions that are allowed to be carried out between citizens is expanding. It adds actions related to the receipt of currency values in the order of inheritance.

Loans

1. On September 1, the Central Bank raised the risk ratios for consumer loans with rates above 10%. Thus, the regulator intends to restrain the growth in the number of unsecured consumer loans, focusing on the quality of the loan portfolio. For bank customers, this can result in more frequent loan refusals.

The essence of the innovation is that banks will have to create more significant financial reserves for expected losses if the loan is not repaid without collateral.

Previously, the risk ratio for loans at 10-15% was 100%, now it is 130%. Accordingly, the higher the interest rate for which the loan is issued, the greater the risk coefficient.

According to the Central Bank, the increase in the issuance of unsecured consumer loans increases the risks of banks and prevents them from lowering the key rate. The innovation should force financial institutions to reconsider their attitude to loans and pay more attention to granting loans to clients with a full set of documents and serious intentions.

2. From September 4, amendments to the law will make relations between banks and credit card holders more transparent. After each transaction, the financial institution will be required to notify the client of the debt and available credit. Information can be received via SMS or e-mail.

Financial Ombudsman

From September 3, ombudsmen for the rights of consumers of financial services will appear in Russia. First, they will deal with disputes between citizens and insurance companies. From January 1, 2020, it will be possible to contact them on issues related to microfinance organizations. A year later, banks, pawnshops, non-state pension funds, credit consumer cooperatives will be added to the list.

The Ombudsman is empowered to resolve issues of collecting up to 500 thousand rubles from an opponent company.

Blocking cards

From September 26, banks will have the right to block customer cards if they suspect that fraudsters are transferring money from them. After that, he must inform the account owner about this, and he will either have to confirm the operation, or report an attempted theft.

For individuals, the card will be blocked for two days. The account owner will be able to prove that it is he who is transferring the money, by call or SMS. Legal entities will have to confirm their involvement in the operation in the manner specified in the service agreement concluded with the bank.

The list of transactions that may be considered suspicious does not yet exist, it will be developed by the Central Bank.

Connection

From September 26, the owners of search engines and anonymizers will be punished for issuing links to prohibited sites with fines of up to 700 thousand rubles. In order to receive timely data on such sites, they must connect to the Federal State Information System. If they do not, they will also be fined.

The documents

From September 1, it will become easier to obtain a passport. The new law provides that they must be issued in at least one MFC in districts and administrative centers with a population of over 50 thousand people.

From September 1, social benefits provided to young families for the purchase of housing can be used to participate in shared construction.
