Strong, gushing bleeding must be stopped with any available items. A tourniquet can even be made from a wire or a shirt, a pressure bandage - similarly. After all the victims have stopped bleeding, those who are unconscious are turned on their side - you can deal with burns. In a critical situation, all that makes sense to do before the arrival of doctors is to cool the affected tissue. Either pour water on them, or put a wet rag (preferably in a bag).
