Where is it forbidden to make fires in nature?

Such places are determined by the Decree of the Government of the Russian Federation of June 30, 2007 N 417 (as amended on August 18, 2016) "On the approval of the rules of fire safety in forests" of the Government of the Russian Federation "On the approval of fire safety rules in the forests". It is strictly forbidden to make fires and barbecue, including on barbecue:

  • in young coniferous forests;
  • on burned-out areas;
  • in areas of damaged forest;
  • in places where felling took place and there are tree remains or harvested wood;
  • on peat bogs;
  • in places with dried grass;
  • under the crowns of trees;
  • on the territory of reserves.

In other places, fires can be made. But for this you need to equip the site: separate it with a fire-fighting mineralized (purified to a mineral soil layer) strip with a width of at least 0.5 meters. She will help stop the fire if he "escapes" from the fire.

A special fire-fighting regime has been introduced. What does it mean?

A special fire safety regime implies a complete ban on making fires in certain areas. The decision to introduce it is made by the local authorities. In this case, the kebab should not be fried either on an open fire, or on the grill, or in a barbecue.

That is, kebabs are prohibited because of the hot weather?

Not only. For example, a special fire regime in the region may be introduced due to mass events. This was the case during the 2018 FIFA World Cup. This is announced in advance by the media.

The ban applies not only to ordinary citizens, but also to organizations. So cafes and restaurants at this time also cannot cook barbecue outdoors.

The Ministry of Emergency Situations informs about the onset of a certain class of fire hazard in the forests. What does it mean?

The fire hazard class in forests is set depending on the weather. The less precipitation and the higher the air temperature, the higher it is. The most dangerous are IV and V classes of fire hazard.

During this period, the same prohibitions apply as in the case of a special fire safety regime. In addition, you must not enter the woods by car. If the weather is very hot, pedestrian access to green areas may be restricted.

In any case, when you go or go into the forest, see if there are signs that prohibit making fires. Always adhere to the fire safety rules:

  • clear the area for the fire from dry leaves and branches;
  • do not throw unmarked cigarette butts and ash into the grass;
  • do not leave behind flammable objects and debris.

What happens if you break the ban?

Article 8.32 of the Code of Administrative Offenses of the Russian Federation provides for the "Code of the Russian Federation on Administrative Offenses" of 2001-30-12 N 195-FZ (as amended on 2019-01-04) for those who made a fire in the wrong place, a fine from 1,500 to 3,000 rubles. If the violation occurred during a special fire-prevention regime, or a forest fire broke out, but no one was hurt, the amount of the fine is increased to 4,000-5,000 rubles.

For officials and legal entities, the punishment is much more serious: up to a million rubles, depending on the consequences.

It's clear with the forest. How about a barbecue in the park or in the yard of your house?

Bonfires are prohibited Federal Law "On Fire Safety" dated 21.12.1994 No. 69-FZ. to breed in the yards of residential buildings and in the territories of garage cooperatives. The distance to buildings and structures must be at least 50 meters.

But in the parks you can have a picnic with a barbecue. But only on sites specially equipped for this with barbecue, if any.

Surely there are no prohibitions at the dacha?

There is. The rules are determined by a special order of the Federal Law "Order of January 26, 2016 No. 26" On approval of the Procedure for the use of open fire and making fires on agricultural land and reserve lands "". Ministry of Emergency Situations. If you start an open fire, then:

  • the nearest buildings must be at least 50 meters;
  • to conifers - at least 100 meters;
  • to deciduous trees - at least 30 meters.

For greater safety, the area around the fire must be cleared of dead wood, grass, deadwood and debris within a radius of 10 meters and dug in with a mineralized strip at least 40 centimeters wide.

If you use a brazier or a brazier on your garden plot, the permissible distance to the nearest building is only 5 meters, and the area for cleaning from dead wood and other things is reduced to 2 meters.

Remember to keep an eye on the fire. After the kebab is ready, carefully fill or cover the coals with sand or earth.

The penalty for breaking the rules is fines. Citizens, depending on the circumstances, can be fined "Code of the Russian Federation on Administrative Offenses" of 2001-30-12 N 195-FZ (as amended on 2019-01-04) in the amount of 2,000 to 5,000 rubles.

If the fire that you have made has caused damage to the forest fund, you will be criminally liable. Article 261 of the Criminal Code of the Russian Federation provides for the "Criminal Code of the Russian Federation" of 13.06.1996 N 63-FZ (as amended on 01.04.2019) for this a decent fine - up to three million rubles.

I want to put a barbecue on the balcony of my apartment. Can?

It is forbidden. There is no direct prohibition on cooking barbecue on a balcony, loggia or roof in the laws. But there is a punishment "Code of the Russian Federation on Administrative Offenses" of 2001-30-12 N 195-FZ (as amended on 2019-01-04) for violation of fire safety requirements. For the outbreak of a fire, which led to the destruction or damage of someone else's property, a fine of up to 5,000 rubles is threatened.

Even if you do not start a fire, but confine yourself to coals, the risk of ignition from one spark is still great. So it's better not to risk it: the kebab is definitely not worth it.
